Under this Information Sharing Arrangement (ISA), the Open Insights Hub (OIH) at Global Affairs Canada (GAC) shares personal information with the Social Sciences and Humanities Research Council (SSHRC). This one-way disclosure, determinate agreement came into effect on June 1, 2026, and ends on March 31, 2027.

Why is Global Affairs Canada sharing personal information?

Global Affairs Canada (GAC), through the Open Insights Hub, administers the International Policy Ideas Challenge (IPIC), which seeks innovative policy research and analysis on international affairs. To support the administration and assessment of the challenge, GAC shares limited personal information with the Social Sciences and Humanities Research Council (SSHRC), a partner organization that provides input during the evaluation process and engages with successful participants.

GAC provides SSHRC with blinded shortlisted applications for review prior to the selection of winners and, following the completion of the competition, shares the names, email addresses, academic affiliation, and final policy briefs of successful candidates. All candidates are informed through the application process that their information may be collected and used for program administration, and winning candidates are notified that their information will be shared with SSHRC through a letter of agreement and privacy notice. Personal information is limited to what is necessary to administer the initiative and is disclosed on an annual basis in accordance with IPIC delivery timelines.

GAC is authorized to collect, use, and disclose this information under paragraphs 10(2)(e), (f), and (j) of the Department of Foreign Affairs, Trade and Development Act and in accordance with the Privacy Act.
