Rationale
The statutory instrument will be reviewed to assess its effectiveness and ensure it remains relevant and aligned with evolving legislation, policy objectives and priorities, and to inform any potential amendments required for future sovereign lending.
Narrative
The International Financial Assistance Regulations set out the framework for providing financial assistance to foreign states and entities in a manner that promotes sustainable development and international cooperation. The regulations outline the financial terms, conditions, limits and procedures for Canada’s provision of sovereign loans, guarantees, and international investments.
A review should be undertaken in the short term to inform potential upcoming future sovereign lending and international financial assistance investments. Lessons learned from the Canada’s innovative finance programs would inform the regulatory review and potential amendments.
