Rationale

These regulations are being reviewed to ensure they are fit-for-purpose and in line with Canada's foreign policy objectives in relation to Russia.

Narrative

These regulations have been reviewed and amended at least 83 times since their entry into force. However, there are some areas of the regulations that could be further updated or amended to enhance coherence with more recently instated regulations under the same legislation. Among other things, specific efforts are needed to reference sensitive technologies with links to national security; to ensure both former and current listed senior officials are subject to economic measures; to ensure that the term “associates” is clearly understood; to align the definition of “luxury goods” with appropriate international norms; to ensure delisting considerations are managed through a simplified process; and to enable new entity listings to be added in a summary process further to Governor in Council decisions.
