Rationale
These regulations would only need to be updated further to a change in the items subject to these regulations or to a change in Canada’s commitments under the Chemical Weapons Convention or Australia Group, and further to consultation with the United States.
Narrative
These regulations allow for the export of certain items listed in these regulations to the United States without the requirement for an individual permit. The vast majority of items on the Export Control List do not require an individual permit to the United States stemming from the long-standing relationship and level of trust between these two countries. These items are closely controlled domestically, under the Chemical Weapons Convention Implementation Act and the Human Pathogens and Toxins Act, as they are in the United States.
