Rationale

Determining whether the privileges and immunities granted for the NATO Climate Change and Security Centre of Excellence (CCASCOE) rights require revision or updating.

Narrative

Once CCASCOE is fully operational in 2025, a review could be helpful to confirm whether it is necessary and possible to update the privileges and immunities currently provided by the Order to the CCASCOE and its international staff from the North Atlantic Treaty Organisation (NATO) members. This is a question that has been raised for Canada’s consideration in the future by several of our fellow NATO Sponsoring Nations of the CCASCOE.

A regulatory review may be initiated in the short-term period (2025-26), pending further consideration by GAC and DND policy leads and legal advisors, in consultation with Finance policy and legal advisors. This need for a review can be better assessed beginning in early 2025.
