Review of Regulations Implementing the United Nations Resolutions on Sudan - SOR/2004-197
Title of the statutory instrument
Regulations Implementing the United Nations Resolutions on Sudan - SOR/2004-197
Enabling Act
Rationale
These regulations are being reviewed to ensure they accurately implement the applicable UNSC resolutions.
Narrative
As a Member State of the United Nations (UN), and pursuant to article 25 of the Charter of the United Nations, Canada is legally obligated to implement binding decisions of the United Nations Security Council (UNSC) taken under Chapter VII. The UNSC passes resolutions, developed by specific Committees, to impose UN sanctions measures. Global Affairs Canada coordinates with the Department of Justice to implement these resolutions into domestic law through the development of regulations under the UNA.
This instrument could be amended to add or correct references to UNSC resolutions, and to adequately apply the measures they contain such as asset freeze, travel ban and targeted arms embargo. The regulations may also be reviewed on a responsive basis to make miscellaneous or administrative amendments to address recommendations by the Standing Joint Committee on the Scrutiny of Regulations.
