Rationale

These regulations need to be reviewed to assess their effectiveness, and to evaluate whether they are aligned with evolving legislation, administrative needs and government priorities.

Narrative

These regulations established a licencing system for projects affecting waters running along the Canada-United States boundary and rivers flowing into Canada and prohibit out-of-basin removals from those boundary waters, implementing the amended Act.
