Share your views: Public consultations on the Government of Canada’s administration of the tariff-rate quotas for certain steel goods listed in item 82 of the Import Control List

These consultations will run from July 23 to August 19, 2026.
On June 27, 2025, the Government of Canada implemented tariff-rate quotas (TRQs) for certain steel goods listed in item 82 of the Import Control List (ICL). The measure was amended on August 1, 2025, December 26, 2025, and again on June 28, 2026. The Government of Canada has committed to reviewing the measure on an ongoing basis and has indicated its intent to initiate efforts towards the potential inclusion of an allocations-based approach for the administration of quota for certain product classes.
Global Affairs Canada is holding public consultations to offer stakeholders the opportunity to share their views on the administration of the TRQs.
We want to hear from you and welcome your ideas, your views, and your priorities through these consultations.
Stakeholders have until 11:59 p.m. (Eastern Time) on August 19, 2026, to submit their responses, comments and suggestions.
Who is the focus of this consultation
The Government of Canada invites any interested party to provide input, including from:
- academics;
- businesses of all sizes, including small and medium-sized enterprises (SMEs);
- importers, manufacturers, and processors;
- civil society organizations and non-governmental organizations;
- the general public;
- industry associations;
- indigenous groups;
- international trading partners;
- labour unions;
- national, provincial, territorial and regional associations;
- provincial and territorial governments; and
- other interested stakeholders.
It is important to have a breadth and diversity of views represented through this consultation process.
